Start with the job, not the product label

Use a flexible tape without compressing the coat and repeat any uncertain reading. Compare the number with the manufacturer's current chart for the exact model and version. If a dog falls between sizes, follow that maker's stated rule or ask its support team; do not import a size-up rule from another harness.
Inspect the whole system after movement
After a short indoor walk, check whether the body has shifted inside the harness, hardware has rotated or straps are crowding the front legs. Run the movement test again with the normal leash attached. Remove the harness if movement changes, skin is pinched or the dog remains distressed.
Know what this equipment cannot solve
