Why Milk needs caution
Dogs stop producing much lactase after weaning, so the lactose in milk passes undigested into the large intestine, where gut bacteria ferment it. That draws water into the bowel and produces gas, cramping, and loose stool. It is a digestion problem, not a poisoning.
Puppies, goat milk, and lactose-free milk
Nursing puppies digest their mother's milk perfectly well, but cow's milk is not a substitute for it. Puppies that need hand-rearing should get a proper milk replacer, not cow's milk, which is the wrong balance of fat, protein, and sugar. Goat milk and lactose-free cow's milk are lower in lactose and are usually tolerated better, though neither is nutritionally necessary for a dog eating a complete diet.
When milk is not just milk
The milk itself is the least of the risk in a flavored product. Chocolate milk carries theobromine, and some sugar-free milk drinks, creamers, and syrups are sweetened with xylitol, which is dangerous to dogs in any amount. Read the label before deciding whether a spill is a mess or an emergency.
